TOD Infrastructure Finance and Delivery Strategy

Friday, January 12, 2024

The HBR Housing Availability Task Force held its first meeting for 2024, which included a special presentation on Transit Oriented Development Infrastructure Financing featuring guest speakers Harrison Rue, TOD Program Manager for the State of Hawaii, Office of Planning & Sustainable Development (OPSD), and Amitabh Barthakur, Partner at HR&A Advisors, moderated by Housing Co-Chair, Stanford Carr.

The Statewide TOD Infrastructure Finance and Delivery Strategy (InfraFinStrategy) was developed for the Hawaiʻi Interagency Council for Transit-Oriented Development (TOD Council). The “InfraFin Strategy” was funded by the Legislature to identify alternative financing, cost recovery, and project delivery tools to expedite TOD and housing production statewide. Key Consultants provided an overview of the Strategy and focused on key proposals such as enabling legislation for Tax Increment Financing (TIF).

Watch their presentation and hear their answers to questions from our webinar hosts and participants.
